The article is suggesting they are seeing the opposite to what you are saying.
People can't spend the money so are using the stimulus money responsibly (more so than ever) to pay back existing debt.
Most countries are also back into work already so income streams have started to come back.
Any lender will perform an employment check along with credit check so the risk of taking on people who don't have the financial means to pay back is minimal from here on in.
I'm almost certain the worst period of bad debt levels is behind zip and the new report will confirm this.
