They have different methodologies of doing it. They also have different strategies as to when they will open and close those positions. There is no emotion in it, they open and close those shorts at the point that their risk is covered.
The thing is that at each point that instos in good profits close their short position, new intos will be entering and the cycle will continue. It's just how they work.
