i think you have mis read the article, the part of the text that you have quoted is in relation to selling a stake in FMG to a chinese entity, not production volume.
any how the important factors to take from this is that "twiggy" is testing the markets interest in aquiring in fmg, i question if "twiggy" has been testing the water for a future share issue to raise capital. though this is strongly rejected as recent readings in the australian would suggest.
