Good find but it's honestly hard to speculate. I'm hoping that the addition of Greg Smith can assist them with these tenders.
Traditionally, it's tier-ones that tender for these contracts and then the works are subbied out.
With any luck, someone like Summit or Archistruct gets a piece of the pie from the tier-one and uses the Hadrian for the block work.
