As can be understood from the quote above, the "agreed scope" referred to an agreement solely between ISX, which is the client, and Clayton Utz, which is the independent reviewer. An announcement by the ASX confirmed this:

...you would be able to understand that:
1. The statement was based on purely ISX's agreed scope and its associated documents.
2. The statement also excludes the key contracts aspect, which incidentally hold the utmost importance. Not only because it is the area where the most serious of the listing rules breaches were found, as outlined in the ASX's SOR below...

...but also because it was directly tied to the release of the performance shares.
That, in my view, effectively rendered the report absolutely "useless".

Also did you notice something?
Apparently ISX seemed to have marked the independent report that it gave to the ASX as not for release. That is congruent with ISX threatening the ASX with legal challenges if the ASX is to release the independent report to the market.

So you have read the whole report in order to come to such a conclusion? Otherwise you would be missing the key element to be able to make such a potentially misleading claim.
