I have read the whole report. My impression is they want to approve, but want to ensure batches are relatively homogenous. The fact that the briefing paper asks committee members if they have any suggestions, regarding other means of assessing batch to batch potency, points to the desire to approve. They just don't want some kids getting stem cells that have reduced efficacy.
