I have to agree, It's unlikely that AR9 will be a big winner in direct contracting however it will do very well in subcontracting to a lead tenderer or going in as a joint tender. The lead tender can really differentiate their offer if they have AR9 in their submission.

The big challenge for AR9 is whether they would provide exclusivity to a lead tenderer for a tender package.
AR9 will need to choose their partners carefully and that's where their focus needs to be at the moment - who they are going to get into bed with.
