The approximate ratio of silver and gold in the earth's crust is 15 to one. It is just as difficult to mine but a lot of silver is derived as a byproduct during the extraction of other metals.....gold,copper,lead etc.
so based on it's scarcity/difficulty a value ratio of 15:1 is not unreasonable.
