I think in general casinos are high risk for dodgyness. Compound that with a country such as Cambodia, and well, who knows? Does the VIP win rate stay stubbornly low? Or is turnover strangely much lower than visitation would suggest?
what I would say though is there is sone incentive to hit numbers given the vendor will now get a cut of the action. From that POV casino management might get top down pressure.
