UK and NZ only though, other than that no other OS investors (such as, oh for example, the Maldives or Cayman islands!) are allowed to take up the offer is how I read it. Its all in section 4.7
Unfortunately for those hoping for a shortfall I recall Consort now being techincally registered in the UK (island of Jeresy), along with Sam Jonah. I wonder if they will take up their allocation... I seriously doubt it!
