I would hope that in the absence of guidance that the expected dividend wouldnt be paid, we can expect a distribution.
If a company is not going to spend cash in a hurry, that capital is better off in the hands of investors. Id rather participate in a rights issue or SPP at the right time vs having SXE hold a large cash balance "just in case".
