It applies to anyone with Internet connection. Imagine a big Enterprise with many offices all over the world. Not every office is connected in a datacenter but every office has an Internet connection. The Enterprise can now bring all offices under same private network. Also companies born in the cloud may not have a data center presence but they may want a more reliable network connection to the cloud.
