No. They're not issued in attempts to influence share price. (Although Bell Potter do have a vested interest in increasing share price).
It's simply an analyst's informed opinion of potential future price; this will be updated as price-sensitive activities are announced.
They're generally conservative (lower) in nature than the real potential, as it's easier then for the analysts to be correct most of the time.
