Yes and from all accounts it looks like they have been selling cheap to the Chinese market to maintain market share over there.
If you look at their high market share in China vs their low market share in Japan/Korea you will see story in itself. Their is a big difference in quantity requirements between these markets. The Japanese and Koreans require and demand a higher spec product than the Chinese, thus the difference between the Chinese spot price and the price Japan and Korea are willing to pay.
