They had under-invested in mine development over the last few years, partly because of the constraints in completing the capital projects and the single decline. This year they are catching up on development so they have sufficient mining fronts opened up for the future.
It surprised me too when it was mentioned last month in the quarterly. Management hadn't really given a clear indication of this need for catch up and cost previously.
