Very true what you have posted.
SHers still own the share in the company (despite it probably being worthless) so cannot claim the capital loss as you still 'own' it. Until the liquidation takes place or you 'sell' the shares (e.g. delisted or perhaps another SH with a private transfer) then there isn't a capital loss as there hasn't been a change of ownership.
A person could also transfer the shares between two controlling entities they might control (e.g. Husband & Wife - not saying you should control wife or a trust/company).
However make sure you seek professional tax advice before making any decisions as you certainly shouldn't be taking financial advice from anonymous users on a public forum .
