I think he is saying the sharks that are left are more desperate. Shark numbers are probably down but they feed in different areas than before - well some of them.
The fact is that oceans are at a tipping point from overfishing and many species are already at the point of no return.
eg Orange Roughie lives to 100 years + and has been pillaged the past couple of decades...what chance it can recover even assuming all countries agree to sustainable quotas?
