Great announcement. Was curious about the dosages at which the study shows complete cytokine inhibition occurs - cannabidiol at 20 ug/mL, hydroxychloroquine at 50 ug/mL - and whether those appears to be relatively "safe" dosages.
(Full disclosure, I am NOT a medical expert, this all my own very simplistic research.)
Cannabidiol: According to https://www.drugs.com/monograph/cannabidiol.html dosages up to 20 mg/kg may be given for the treatment of seizures. (Quote: "If further reduction of seizures is necessary and patient is tolerating a dosage of 10 mg/kg daily, may increase to maximum dosage of 20 mg/kg daily (given as 10 mg/kg twice daily).") Note that the units are different, though: 20 ug/mL = 20 mg/L, and human body density is approximately the same as water, ~1 kg/L, so 20 ug/mL ~ 20 mg/kg. So this dosage level appears to be relatively safe, based on existing cannabidiol usage for seizures.
Hhydroxychloroquine: Seems to depend on what disease is being treated. For example, according to https://www.drugs.com/dosage/hydroxychloroquine.html, maximum adult dosage for rheumatoid arthritis is ~5 mg/kg/day (Quote: "Maximum dose: 600 mg salt (465 mg base)/day or 6.5 mg/kg salt (5 mg/kg base)/day, whichever is lower"; I believe "base" refers to pure hydroxychloroquine). Also according to Wikipedia (https://en.wikipedia.org/wiki/Hydroxychloroquine), quote "blood levels of 20–100 mg/L have been observed in deaths due to acute overdosage". So 50 ug/mL ~ 50 mg/L ~ 50 mg/kg would appear to be a relatively high dosage. Perhaps that explains some of the controversy surrounding hydroxychloroquine's effectiveness against COVID-19, if to be fully effective as a cytokine inhibitor requires high dosages that would otherwise be considered unsafe. That might also be part of the motivation for the combination drug; it may be easier to balance effectiveness vs safety when you have two variables (cannabidiol dosage, hydroxychloroquine dosage) to adjust instead of just one.
