Well, Cobey said tier 2 first, not only tier 2. And the reason was that tier 1 corporations tend to string startups along for too long with drawnout design requests that bleed small companies funds, tier 2 are more willing to work 'with' small companies. Tier 1 is simply prioritised further down the road due to Cobey and perlmutters experience.
