If people followed the previous rules, wore masks, isolated when positive, got tested, didn't congregate in crowds then there would not have been a need.
It is those people who are responsible.
By comparison NSW seems to be doing a better job without a lockdown. For whatever reason Victoria or Melbourne didn't.
In Qld there are 20,000 tests being done a day with inly a couple of cases to track down.
