I don't think it is a case of Jinan having any problems getting their hands on $20m for the bulk earthworks capex.

I think it is more the case of just going through the correct government approvals process before they can transfer that amount of capital, I could stand corrected?

If Jinan approve the $20m for bulk earthworks contract to start, I would not be too concerned about the rest of the funding package being finalised at a later date with Jinan AAA rating. Depending on how the red tape works on financing approvals in China the initial progress payments may be the easiest way to get boots on the ground fast?

I don't know about TONOD options be converted before expiry date however I'm confident the new TONOE will be.
