People do not seem to see the significance of this announcement, Fidelity are a huge investment management company and would have obviously done a stack of homework, a big vote of confidence for HDR, and when the news gets to other insto's I am sure some will follow.
In the mean time some sellers are accumulating to take a profit on the recent issue, they would get a lot more if they held until October.
