i think its the fear of the unknown
we have no details on their offering or even timelines ! it may never eventuate
all well and good to say all their current retailers will sign up but we don't know that, who knows how they will structure their service
and to be honest, in my own experience, new businesses and small and medium businesses avoid paypal these days - fees are too high compared to competitors like stripe or eway and also paypal has a bad reputation for freezing accounts and the funds in them
