essentially options give you the ability to buy that many shares in the future for $13 each. You will need to choose to execute them by September 30 2022, by then the market share price will be way higher so you will be happy to pay just $13 for each at that time.
however, if the price is not higher than $13 at that time, you don’t need to execute the options (pay nothing) and just let the options expire instead
they are a nice gift from pointsbet. Many other companies do not offer options in capital raises.
