So this is part of the community consultations required under the ESIA process (regulated by MONREC). It isn't part of the PSA or MIC process, which is about getting an investment permit. It is necessary to get a "no objection" to the ESIA from MONREC in order to actually start mining. (In the regulations, a review and approval of the ESIA is required to start mining, but MONREC has a massive backlog of ESIAs to process and limited capacity, so a "no objection" is in practice sufficient.)
One positive thing is that because this is a longstanding mine, the number of people who would need to be relocated is small I think; very different from a greenfield site with large local population having strong cultural as well as economic ties to the land.
