I agree that they probably won't base allocation depending on the size of your holding.
A fairer way to do it is to give everyone that applied a guaranteed amount of shares i.e. $1000. Then with the left over shares (if any), to allocate it to those who applied for greater than the minimum amount of $5000 in proportion.
