Yes just waiting for finance to be set up with all party being in to make it happen. The Covid thing is being sold as "it being to difficult for execs to come and make a decision," The farmers are backing the project by the way through the grain organisation. I am on record as saying that for a nationally acknowledged project having priority status they are really dragging their feet on the way forward. IMO There are a lot of parties interested in this going ahead and it would be a shot in the arm for the rural folk who need it.
