To my mind, one aim is to raise capital but on the other hand they don't want to drop the share price too much. People who are guaranteed to be selling the discounted shares on market as soon as they are available won't be seen as desirable compared to existing holders increasing their holding and not selling it, thus not reducing the SP too much.
