Problem is the the previous govt neglected to add recession clause into the contracts of the 457 workers, ie no matter how bad unemployment is these workers are contracted and if broken can sue, in my own workplace overseas workers make up quite a percentage of the workforce, not because of any skill shortage at the time, more because previous govt policy allowed wages to be actually lowered.
