Price manipulation is not legal.
Spreading your buys and sells out over a day so you have a minimum impact on the market (which is often one of the main intents of algos's) is legal as far as I am aware.
As to exactly where the line is drawn between the two - I dont know. I guess youd have to talk to lawyers.
