actually - there are rule books ---------- the problems are that -
many that are clear are not followed -
eg. handwashing
many are obvious that are not written
eg. having doors on public facilities - and, doors that open inwards
many are not written from good solid lessons from 100 years ago,
because no one has bothered - just like it will be this time - when this pandemic is over - people will go back to living as if nothing has happened and there will never ever be another pandemic - we are a very short term thinking model animal
all parties have made mistakes - and, that is to be expected - what should really be different is that since we invented writing - we have had a good solid record of history - but, we just continually fail to learn the lessons from it - we have little or no vision whatsoever
visionaries seem to be the rarest of the rare IMO
and, when we get one ------- they are called a dickhead and out of touch with reality
