The ASX announcnement refers to completion of the ' institutional component of [an] accelerated entitlement offer'
Clearly it is a capital raising that has an institutional component and presumably, by necessary inference, another component. The other component, one may reasonably deduct, will be the component for existing shareholders.
Stokes has effective control, since BOD, the Chairman, is his man, so you can also assume that whatever the deal is, Stokes is likely to come out of it owning a larger percentage of the pie than he did beforehand.
