This has nothing to do with franking/unfranked. It's this: https://www.ato.gov.au/Print-publications/TFN-and-ABN-information-for-savings-accounts-and-investments/?page=5#If_you_don_t_quote_your_TFN_or_ABN If you don't quote your TFN in the share registry, they'll automatically withhold money.
So if any of you are confused why you got less dividend than expected, that would be why. Go into your share registry and update your TFN!
