Understand your sentiment @retiredyoung, but I really can't think of a way that ISX could do that. The regulators (ASIC etc.) find out because people who have been scammed call them and complain. There really isn't that capability (or appetite for the associated cost) for ISX to provide that service or get enough information to make an informed decision - which is why they use regulators like ASIC for that information.
