I agree we need more localised administration but we do have 3 tiers of government for a small population. The states are a layer of inefficiency and have shown how useful they are i.e. not at all. Maybe we could have a super council for every say 250,000 population and abolish the states. It's hypothetical anyway - it will NEVER happen.
