Maybe, but OBV over the last 8 days has been decreasing so not enough volume to justify the whispers. I think it is a factor possibly keeping the price low over the last few days but there is still uncertainty about the government plan so it cant be the main driver. I think its just a number of factors keeping it low. I still see more upside than down.
