The Garnaut transition is going to be a lot bumpier than people expect. I doubt baseload is going to come online at the same rate at brown coal power stations exit. Also, interstate transmission infrastructure is limited and coal fire power stations have every incentive to be slightly behind the curve (I'd like to see the profits they have made these last few days). The vic gov should be subsidising UCG at the same time as building a very large gas fired power station to help manage the transition and insure against unexpected closures. The problem is the UCG crowd aren't going to be ready to upscale for quite some time yet unless they get some support.
