Yes, this certainly has flaws. I personally think this FTAA renewal should have been signed and this delay causes unnecessary uncertainty and cost.

Many countries have demonstrated the ability to shoot themselves in the foot; to do it repeatedly and always blame others for the outcome. By not learning from their past mistakes they will likely repeat them.

Placing the future of a company in the hands of such nations is a risky bet. Looking at the share price performance of this company compared to its peers reflects this.

My hypothesis is based on the possible point of view of the President, perhaps explaining the delay. The Philippines has a reputation and while some may say it is unfair to blame a nation on its past actions, when it comes to my money I'll be as unfair as I like. A smoker that claims to have given up smoking yesterday, will likely be smoking next week. The same with a problem drinker or gambler.

As an established gold producer there is certainly an upside since the gold price is on the up and up. Ignoring the Philippines, the company has really strong fundamentals.

An FTAA approval will really bump up the share price.

An FTAA knock back will hurt the SP, but may ironically be good long term as it will force the company to reevaluate and divest from an unstable jurisdiction.

From my perspective I'm trying to look at probabilities and position accordingly. I think an approval will make it a nice investment and ironically a knock back will make it a great investment.

From my perspective a knock back will limit any further downside as the SP will already be slammed down, probably unfairly. Most likely it will then put in a very healthy gain over time as the company then refocuses. Established shareholders could also profit longterm if they load up more on the lower price.
