Correct. The government only used accredited companies which should have meant they could be trusted to act appropriately.
But they didn't. They should lose their accreditation and suffer heavy penalties.
They used non-union contract labour and did no training.
Unionized labour would have demanded training and proper PPE gear. They would not work in unsafe conditions.
