Mado, you seem to be struggling with English comprehension. The relevant quote is

In those 2 sentences, there is no comparison between PayPal and Afterpay. The comparison is between PayPal's new "Pay in 4" service and PayPal's current service. It seems clear to me from what I have read is that PayPal will be charging the merchant the same fee whether the customer chooses to "Pay in 4" or not.
Therefore these two sentences are entirely clear in their intention and entirely correct.
