The weather has to be very extreme to impact operations in Canada.Just look at the enormity of the tar sands operations that operate 24/7/365.
Oddly enough you get more things done in winter.In any case most of the KPO plant will be assembled indoors and shipped to site where it would be protected from the weather.
I would imagine that once a site is secured and permits obtained (these would be expected to take many months) a definitive timeline for each project could be produced.I would expect a Gantt chart including all permitting timelines should be available now and it would be good that if and when we finally are blessed with an update these details will be made available.
