NATO is not nicknamed "No action, talk only" for nothing. It has an enormous amount of red tape & various stakeholders with varying opinions. Would take some time. U.S by far the greatest contributor with NATO Defence. Possibly as much as 50%.
I was never confident with this MOU or Agreement or whatever it was because of above mentioned reasons.
