For what it is worth: I think this is a key sentence in today's announcement:
"Once approved, the Company will be in a position to negotiate an economic framework for the project with
the Tanzanian Government and move forward with its project development plans.”
Perhaps the Tanzanians want it the other way round, at least in part: concessions or assurances on the "economic framework" (whatever that means) before issuing the SML, which could explain the delay.
