Yes, but over reaction to the get out of jail card offered to COE by TPA. If COE can't get more than 107 for their IPM, then it is a pretty miserable outcome for them. Still it's an exit opportunity, and the IPM fiasco has been weighing heavily on the sp. Exit won't in itself repair credibility.
