I believe ROC offloaded some NXS shares to get their holding under 10%. This is so they don't block a takeover. It's all part of the negotiations. Once the acquirer gains 90% ownership, they will proceed with a full compulsory takeover of NXS. This is another very strong and important signal being given to the market.
