CEO buying does of course have at least two angles to it.

    1) There will be those that perceive it as a vote of confidence in the future prospects of our company by the CEO.

    2) It's probably fair to assume that there will be no substantial new contracts notified to the market in the immediate future.

It's impossible for a CEO not to have 'inside' information at any time that they trade in the companies shares. (In fact I would be absolutely horrified if they didn't know more than the 'average' shareholder not directly linked to the company). However; it is a very bad look for a CEO to buy shares 'close to' significant announcement(s).

The definition of 'close to' is linked to Continuous Disclosure.
My layman's explanation goes like this: Sure Kate would know that ALC is dealing with and talking to numerous possible clients that the market aren't required to know about. And she can buy shares in ALC.
However, if she was aware that ALC was close to sealing a deal (that the market was unaware of) she shouldn't.
