No the stock can go i to suspension or an extension of the TH if the company is not certain to not breach it's disclosure obligations.
Delays can occur - look at the ETON approval for EM 100 contact lens solution. Expected 15th September. An announcement was made on the 16th that no communication yet from fda and communication was expected shortly. This was approved on the 25th September.
So Mesoblast would have received some communication from the fda that communication was pending. This could go for a few days. It DOES NOT imply rejection OR approval. Further trading behavior does not imply rejection or approval - ETON lost 3 percent prior to TH and approval was announced yesterday.
