The first hurdle can be the most difficult, hopefully its alot quicker once testing is complete. With the latest technology, you got to be in it early and not let your enemy get the upper hand. Also technology will becomes obsolete if you wait too long. The costs of damages from these drones attacks, and the costs of the missiles might outweigh the purchase of the defence sytems.
