While recruitment is rapid in terms of normal recruitment, it is too slow relative to what it could and should be in a pandemic. I believe MSB should be conducting an emergency use on the side to put pressure on recruitment in a separate jurisdiction. For example, if they chose a US state to give emergency use of Rem-l and they "cured" several hundred people that would otherwise die, recruitment would be under pressure from the public. Instead of recruiting 1 per day may be they could be recruiting 10 per day.
