China will only tolerate 'dual-circulation' until such time as they learn enough themselves to take over solo. Let's not kid ourselves. It's why agriculture (A2M) and mining (FMG et al) are very safe: it's something they cannot take over from the ground or clean farming environments. And they can't take over because of the foreign ownership laws. FLC, no matter how thorough the preparation, is always going to be vulnerable. Not by take over, but by mimicking.
